Estonia’s e-Health Records: Smart, Secure, and Patient-Centric

Estonia is a global leader in digital healthcare. Since 2008, the Estonian National Health Information System (HIS) has connected healthcare providers nationwide and securely stored patients’ medical data in one centralized platform. With over 40 million health documents—including visit summaries, referrals, lab reports, and procedures—this system ensures healthcare professionals have a complete view of each patient’s health journey.

Personalised medicine powered by genomics

Over 200,000 Estonians have contributed their genetic data to the Estonian Genome Center. By linking genomic information with health records, Estonia is advancing precision medicine—offering more accurate diagnoses and personalized treatments tailored to each individual’s DNA.

Data privacy and full control

In Estonia, your health data belongs to you. Only authorized medical professionals can access it, and patients can track who views their records. Through the patient portal www.terviseportaal.ee, individuals can access their information, manage appointments, and set access restrictions.

To protect sensitive data, Estonia uses KSI Blockchain technology, which guarantees data integrity and prevents tampering. Every e-Health record is securely linked to a national electronic ID system, balancing accessibility with top-level security.

e-Prescription

e-Prescription is a centralised paperless system for issuing and handling medical prescriptions. When a doctor prescribes medicine using the system, he or she does so electronically, with the aid of an online form. At the pharmacy, all a patient needs to do is present an ID-card. The pharmacist then retrieves the patient’s information from the system and issues the medicine.

Because the e-Prescription system draws on data from the national health insurance fund, any state medical subsidies that the patient is entitled to also appear, and the medicine is discounted automatically. Another advantage of the system is that doctor visits are no longer needed for repeat prescriptions. A patient can contact the doctor by e-mail, Skype or phone, and the doctors can issue refills with just a few clicks. The patient can then collect their medicine from the nearest pharmacy.

Today, 100% of all prescriptions in the country are issued electronically. This frees up time for patients and doctors, and reduces administrative strain on hospitals.

The Briefing Centre is conveniently located just a 2-minute drive from the airport and around 10- to 15-minute drive from the city centre.

You will find us on the ground floor of Valukoja 8, at the central entrance behind the statue of Mr Ernst Julius Öpik. We will meet the delegation at the building’s reception. Kindly note that a booking is required to visit us.
