Rethinking learning in the age of artificial intelligence

From Tiger Leap to AI Leap, Estonia is adapting its education system for a world in which artificial intelligence is part of everyday learning. AI Leap is a nationwide, learning-centred programme that gives teachers and upper-secondary students access to high-quality AI tools, practical support and the skills to use them critically and responsibly.

AI Leap is designed to strengthen learning rather than automate it. Teachers are supported first through nationwide training, subject-specific guidance and school-based professional learning communities. This gives educators time and space to experiment, exchange experience and redesign teaching and assessment for the AI era.

A central element of the programme is ITI, a tutor-style learning application created for Estonian students. Instead of immediately providing a finished answer, ITI uses questions and explanations to help learners activate prior knowledge, plan their work and reach conclusions independently. The application is being developed and evaluated together with Estonian researchers, language experts and international technology partners.

In the 2025/26 school year, 154 of Estonia’s 156 upper-secondary schools participated in AI Leap, involving approximately 5,000 teachers and 20,000 students in grades 10 and 11. By June 2026, 94% of participating teachers had used AI in their work and 63% reported redesigning aspects of their teaching. More than 12,000 students had used ITI. In the 2026/27 school year, the programme is expanding across the full upper-secondary level, while possible extension to vocational and basic education is being assessed.
