Digital education in Estonia: from Tiger Leap to AI Leap

Estonia’s digital education journey began with the Tiger Leap programme in the 1990s, when schools gained access to computers, the internet and new digital skills. That early investment created the foundations for an education system in which technology supports teaching, learning and school management across the country.

Today, Estonia combines reliable digital infrastructure with school management platforms, digital learning materials, data-informed decision-making and continuous professional development for teachers. The focus is not technology for its own sake, but equal access, strong learning outcomes and the ability to adapt responsibly to change.

AI Leap is the next system-level step. It helps schools use artificial intelligence in ways that strengthen independent thinking, support teachers and prepare students to participate confidently and responsibly in an AI-enabled society.
