Digital Education in Estonia: Building an Inclusive Digital Society

Estonia’s journey toward digital education began in the 1990s with the Tiger Leap programme, which brought internet access and computers to every school. This early investment laid the foundation for a digitally capable education system.

Today, Estonia continues to bridge the digital divide by ensuring equal access to technology in education. Efforts include:

  • Strengthening school internet infrastructure

  • Providing devices for teachers

  • Creating digital learning materials

  • Enhancing teachers’ digital skills

These initiatives support inclusive digital participation across all social groups. When the COVID-19 crisis hit, Estonia’s readiness allowed schools to rapidly transition to remote learning, ensuring continuity in education during a global emergency.

Through strategic investments and a strong digital ecosystem, Estonia empowers students and educators alike—making digital learning accessible, resilient, and future-ready.

School management systems

To engage people in the digital society, the state has cooperated with the private sector to deliver several educational programmes and also, both the state and private companies provide educational institutions ICT services to support learning and teaching. Estonia uses numerous smart solutions that make school life more efficient and smooth: digital textbooks, e-learning materials, digital class diary, digital assessments, also various applications. For example, in the first days of the corona crisis, one lifeline for Estonian education was the fact that 95% of schools use e-diaries eKool or Stuudium. These innovative tools by private companies provide an easy way for parents, teachers and children to collaborate and organize all the information necessary for teaching and learning.

The Briefing Centre is conveniently located just a 2-minute drive from the airport and around 10- to 15-minute drive from the city centre.

You will find us on the ground floor of Valukoja 8, at the central entrance behind the statue of Mr Ernst Julius Öpik. We will meet the delegation at the building’s reception. Kindly note that a booking is required to visit us.
