  • Key milestones like the Tiger Leap program and the e-School platform laid the groundwork for Estonia’s digital learning environment.
  • Systemic investment, integrated tools, and national coordination—rather than fragmented pilots—have been the foundation of Estonia’s success in educational digitalisation.
