X-Road: The Backbone of Estonia’s Interoperable Digital State

To serve citizens efficiently in the 21st century, government information systems must work together seamlessly. In Estonia, this is made possible by X-Road—a secure and scalable data exchange platform that connects hundreds of public and private sector databases.

One state, many systems—working as one

Every Estonian public authority runs its own IT systems tailored to its function. But with X-Road, these independent systems can securely exchange data, enabling a fully interoperable digital government.

For example:

  • The police can access information from the health system, tax authority, or business registry—and vice versa.

  • Citizens only need to provide data once (the once-only principle), as systems reuse it efficiently.

Three essential guarantees

Since 2001, X-Road has met three critical requirements:

  1. Interoperability – Works across different systems with minimal integration effort

  2. Data integrity – Ensures that no information is altered during transfer

  3. Privacy – All data is encrypted, protecting it from unauthorized access

Impact and efficiency

X-Road helps Estonia save over 1,345 years of working time annually by:

  • Eliminating redundant paperwork

  • Allowing instant access to reliable information

  • Letting public employees focus on meaningful tasks that require human judgement

More than just infrastructure

X-Road is open-source, used internationally (e.g., Finland, Iceland, Japan), and continues to evolve as a model for data interoperability around the world.

X-Road

X-Road®, an open-source software and ecosystem solution that provides unified and secure data exchange between private and public sector organisations, is the backbone of e-Estonia. Invisible yet crucial, it allows the nation’s various public and private sector e-service information systems to link up and function in harmony.

Estonia’s X-Road environment “X-tee” – where the name of X-Road derives from – includes a full range of services for the general public, and since each service has its own information system, they all rely on X-Road. To ensure secure transfers, all outgoing data is digitally signed and encrypted, and all incoming data is authenticated and logged.

X-Road connects different information systems that may include a variety of services. It has developed into a tool that can also write to multiple information systems, transmit large data sets and perform searches across several information systems simultaneously. X-Road was designed with growth in mind, so it can be scaled up as new e-services and platforms come online.

Today, X-Road is implemented in over 20 countries around the world. Similar technologies such as UXP, PlanetCross and Roksnet based on the Estonian interoperability experience have also been implemented in several countries.

X-Road provides built-in support for cross-border data exchange through federation, which means joining two X-Road ecosystems. Members of the federated ecosystems can publish and consume services with each other as if they were members of the same ecosystem. The federation between Estonia and Finland was established in February 2018.

The Briefing Centre is conveniently located just a 2-minute drive from the airport and around 10- to 15-minute drive from the city centre.

You will find us on the ground floor of Valukoja 8, at the central entrance behind the statue of Mr Ernst Julius Öpik. We will meet the delegation at the building’s reception. Kindly note that a booking is required to visit us.
