X-Road: The Backbone of Estonia’s Interoperable Digital State

To serve citizens efficiently in the 21st century, government information systems must work together seamlessly. In Estonia, this is made possible by X-Road—a secure and scalable data exchange platform that connects hundreds of public and private sector databases.

One state, many systems—working as one

Every Estonian public authority runs its own IT systems tailored to its function. But with X-Road, these independent systems can securely exchange data, enabling a fully interoperable digital government.

For example:

  • The police can access information from the health system, tax authority, or business registry—and vice versa.

  • Citizens only need to provide data once (the once-only principle), as systems reuse it efficiently.

Three essential guarantees

Since 2001, X-Road has met three critical requirements:

  1. Interoperability – Works across different systems with minimal integration effort

  2. Data integrity – Ensures that no information is altered during transfer

  3. Privacy – All data is encrypted, protecting it from unauthorized access

Impact and efficiency

X-Road helps Estonia save over 1,345 years of working time annually by:

  • Eliminating redundant paperwork

  • Allowing instant access to reliable information

  • Letting public employees focus on meaningful tasks that require human judgement

More than just infrastructure

X-Road is open-source, used internationally (e.g., Finland, Iceland, Japan), and continues to evolve as a model for data interoperability around the world.

UXP

Cybernetica’s Unified eXchange Platform (UXP) is a technology that enables peer-to-peer data exchange over encrypted and mutually authenticated channels. It is based on a decentralised architecture where each peer has an information system that will be connected with other peers’ systems. Cybernetica developed UXP based on its experience with the Estonian X-Road system as well as independent research in the fields of interoperability, information security, and information governance. The platform has been adopted for e-governance, business infrastructure, and healthcare services.

Today, UXP is used by governments including those of Aruba, Bahamas, Benin, Greenland, Haiti, Namibia, Tunisia, and Ukraine, also by the financial sector in Japan, healthcare sector in the US and has been piloted by NATO.

The Briefing Centre is conveniently located just a 2-minute drive from the airport and around 10- to 15-minute drive from the city centre.

You will find us on the ground floor of Valukoja 8, at the central entrance behind the statue of Mr Ernst Julius Öpik. We will meet the delegation at the building’s reception. Kindly note that a booking is required to visit us.
