World-leading electronic identity and timestamping solutions
with SK ID Solutions
Estonia has by far the most advanced national ID card system in the world. Much more than a legal photo ID, the mandatory national card also provides digital access to all of Estonia’s secure e-services. In cooperation of SK ID Solutions and Cybernetica the so-called Smart ID was developed. Smart-ID is an app based new generation electronic identity designed to use conveniently on smart devices, while still keeping high level of security.
X-road data exchange between government and private sector entities
The X-Road is the backbone of e-Estonia and was initiated by the Estonian government to enable secure data exchange between governmental organisations. The first version was developed by Cybernetica and launched in 2001.
X-Road is a distributed information exchange platform that makes it possible for all different systems to communicate all across the governmental sector; for example, the police can access data from the health system, tax board or business registry and vice versa.
It has enabled to increase the depth of cooperation between public organizations and reduced paper work exponentially so that public employees can concentrate on tasks that require human interaction.

Denylist screening and strategic good transactions security
with Spin TEK
We teamed up with the Ministry of Foreign Affairs and the US Department of State and developed a vital security-related information system for Ukraine’s and Moldova’s ministries. Stratlink information system is based on the e-licensing software for strategic goods, developed at the request of the Ministry of Foreign Affairs, which has been successfully used by Estonia’s Strategic Goods Commission.
The solution also includes denylist screening – US State Department Lists of Parties Debarred Pursuant to the ITAR, OFAC Specially Designated Nationals List (SDN), Consolidated list of persons, groups and entities subject to EU financial sanctions and European Union embargoes and sanctions).

Government Budget Management System

The main objective of the Budget Management System (BMS) is to administer and supervise the government and public-sector spending. BMS is a small banking system where the government and public-sector institutions act as customers. Accounts of government institutions are virtual accounts (e-accounts) inside the BMS system, real bank accounts where the real money is deposited are owned and handled only by the Ministry of Finance. This setup guarantees a central point of control and reporting of the whole public-sector spending and reduced costs of bank transactions.
