Some recent experience to be shared on the topic of building identity frameworks (in legal, technical and organizational aspects):
- In India, the team works with a telecom to develop a range of product offerings fitting into the general framework of Digital India strategy, including electronic identity, electronic signature, privacy-driven data market, consent-based data access and data portability. The experts have designed and participated in the development of electronic identity and electronic signature products being deployed in the field. Both of these leverage existing legal and process frameworks while providing Indian citizens with unprecedented levels of assurance in their daily electronic transactions.
- For the International Committee of the Red Cross, the team conducted analysis of Identity and Access Management (IAM) and Customer Identity and Access Management (CIAM) identification schemes. These enabled the Red Cross to obtain the identification system best suited to their needs for identification schemes, systems, trust services and related technologies that allow secure identification and authentication.
Proud Engineers is currently involved in the legal assesment of the eID for Egypt.

Public-Private cooperation in Estonia

Estonian Association of Information Technology and Telecommunications (officially abbreviated as ITL) is a voluntary organisation, whose primary objective is to unite the Estonian information technology and telecommunications companies and organisations, to promote their co-operation in Estonia’s development towards information society, to represent and protect the interests of its member companies and to express their common positions. The turnover of companies belonging to ITL makes up over 70% of the total turnover of the Estonian ICT sector.

E-ID and X-road data exchange between government and private sector entities
The X-Road is the backbone of e-Estonia and was initiated by the Estonian government to enable secure data exchange between governmental organisations. The first version was developed by Cybernetica and launched in 2001.
X-Road is a distributed information exchange platform that makes it possible for all different systems to communicate all across the governmental sector; for example, the police can access data from the health system, tax board or business registry and vice versa.
It has enabled to increase the depth of cooperation between public organizations and reduced paper work exponentially so that public employees can concentrate on tasks that require human interaction.

e-Government infrastructure management and protection

Information System Authority is a governmental agency which manages secure data exchange (X-Road, document exchange) between institutions, an overview of state information systems and data (RIHA), the use of electronic identity, the functioning and protection of the state broadband network, organisation of e-elections, the activities of the State Portal eesti.ee, and the work of the ID card help centre.
The Information System Authority (RIA) also coordinates the development and administration of information systems ensuring the interoperability of the state’s information system, organises activities related to information security, and handles security incidents in Estonian computer networks.
Information System Authority is within the administrative area of the Ministry of Economic Affairs and Communications.

Change management and competence training

It is a well-known fact that the real benefits from the use of ICTs come not from simple automatization of the existing processes but from changing these processes and reinventing service delivery in the information society. Estonia has by far the most advanced national ID card system in the world. Much more than a legal photo ID, the mandatory national card also provides digital access to all of Estonia’s secure e-services. In cooperation of SK ID Solutions and Cybernetica the so-called Smart ID was developed. Smart-ID is an app based new generation electronic identity designed to use conveniently on smart devices, while still keeping high level of security.
