How to apply for e-Residency?

As of May 2015, it is possible to apply for e-Residency online. You can join the Estonian digital society and become an e-Resident in four simple steps.

The average processing time for e-Residency application is one month but the document delivery may vary based on demand and pickup location, taking up to a maximum of three months in case of Singapore and San Francisco that are temporary pick-up locations.

e-Residency is generally available online to applicants aged 18 years or older, who have never been convicted of a criminal felony, and at the sole discretion of the Estonian Police and Border Guard Board.

The e-resident digi-ID can be issued to a foreigner who has links with the country of Estonia or a reasonable interest in using public e-services in Estonia, and who:

  • is not a foreigner who is residing in Estonia in terms of a residence permit or the right of residence;
  • is not a foreigner who is staying in Estonia on the basis of the International Military Co-operation Act, and is holding an identity card or residence card issued by the Police and Border Guard Board.

The application consists of the following:

  • Your name and identifying information
  • A scanned passport photo. Please make sure it conforms to our requirements.
  • A scanned copy of government-issued identity documentation.
  • A minimum of one paragraph describing your interest and motivations behind applying for e-Residency. This helps the Police and Border Guard Board with risk management and the background check.
  • Payment of the state fee in the amount of €100 via Visa or Mastercard.

We currently accept Internet card payment with Visa and MasterCard only!

VisamastercardAfter an order has been placed, the client is automatically directed to the payment page of E-Commerce Payment Gateway interface, where he shall insert his card data. E-Commerce Payment Gateway interface authorises the transaction at the bank through Nets Estonia AS.

After entering the card number, security code and expiry date, the payment is authorised by the client`s bank. When the system requests the card data, the SSL, MasterCard SecureCode, Verified by Visa will be used, ensuring that the exchanged information cannot be copied or altered by unauthorised persons.

  • Your desired pickup location: one of 38 Estonian embassies and consulates around the world, or an Estonian Police and Border Board station

  • From 2016 there are special consular missions available to Singapore and San FransiscoPlease be aware that these are temporary pick-up locations. Delivering your e-Residency smart ID-card to this location may take up to 3 months. If you would like to receive your card quicker you may want to choose another location in the same area. 
  • Please note that the Estonian honorary consuls do not issue e-Residency. At the moment, we do not have plans for expanding the number of pickup locations.

Background check

Once you have submitted your application, the Estonian Police and Border Guard Board will conduct your background check.

The background check is conducted to ensure the safety and trust of the e-Residency program, as Estonia takes the first steps in pioneering a borderless digital society.

The Estonian Police and Border Guard Board may request further information during the background check — for example, your existing connections to Estonia and purpose of application — which may prolong application processing time.

Pick up the card

After the background check has been completed, you will be notified by e-mail whether your application is approved. If you are granted e-Residency, you will be invited to pick up the e-Resident smart ID card from your chosen pickup location.

To receive your card:

  • Bring the same identification document you entered in the online application form.
  • Present your biometrics (fingerprints) to the consular or police official.
  • Pick up the e-Resident starter kit, including smart ID card and card reader.

Use and give feedback

Everything you need to operate online as an e-Resident is provided in the starter kit you received at the embassy, consulate, or police station — your smart ID card and a card reader. Once you have installed the software on your computer, you may test the card by clicking on the “Entrance” button in the top-right corner of this site. Normally your card will be activated in 24h (you can check this here).

You are now ready to use your e-Resident smart ID card, and may find the (growing) list of services available to e-Residents in the Services section.
